Global leaders gathered in New York for a high-level meeting of the International Coalition for the Return of Ukrainian Children, co-chaired by Canadian Prime Minister Mark Carney and Ukrainian President Volodymyr Zelenskyy. The meeting focused on the safe return, reintegration, and rehabilitation of children illegally deported or forcibly transferred by the Russian Federation.
Leaders reiterated that the unlawful deportation of children is a grave violation of international law and emphasized that returning these children is a humanitarian imperative and a key element in achieving lasting peace in Ukraine. Thousands remain in Russia or occupied territories, while approximately 1,600 children have been successfully returned so far. Ukraine presented an initial list of 339 children to Russia in June, though no meaningful response has been received.
The meeting highlighted ongoing initiatives, including a pilot tracing mechanism, mediation support for returning children, and expanded investment in reintegration programs, including housing, foster family assistance, and psychosocial rehabilitation. The European Union and Andorra formally joined the coalition, strengthening the international effort.
Prime Minister Carney and President Zelenskyy called for continued advocacy and diplomatic engagement, underscoring the importance of international cooperation. They praised initiatives such as Ukraine’s Bring Kids Back UA program and the European Commission’s commitment to host a coalition summit, keeping the issue at the forefront of global attention.
Participants emphasized that returning children must remain guided by their best interests and reinforced the shared responsibility of the international community to support the safe return and recovery of Ukraine’s children.
