Peterborough City Council has approved a major infrastructure upgrade along Charlotte Street, committing $27.6 million through 2029 to improve stormwater systems and revitalize the downtown streetscape.
The project, backed by more than $10.7 million from the federal Disaster Mitigation and Adaptation Fund, will replace aging underground infrastructure to reduce the risk of flooding—part of the city’s broader Flood Reduction Master Plan.
A new stormwater conveyance pipe will be installed along Charlotte Street from Park Street to Bethune Street, then east to Water Street, with additional work on George Street between Simcoe and Charlotte.
Because surface-level disruptions are unavoidable during underground work, the city is taking the opportunity to redesign Charlotte Street from Park to Aylmer. The approved streetscape concept includes wider sidewalks, separated bike lanes, accessible features, select on-street parking, and flexible community space. It maintains full truck and bus access through the downtown core.
The redesign aims to create a more welcoming downtown gateway while meeting the city’s long-term infrastructure, climate resilience, and urban design goals.
