A Waterloo man has been arrested, and a Cobourg man is wanted in connection with an alleged assault involving bear spray and a baseball bat earlier this week, say police.
As previously reported, on Tuesday, July 15, 2025, at about 7 a.m., police said they launched an investigation after two men allegedly dressed in dark clothing and wearing masks/face coverings entered a wooded area and assaulted two people in a tent with bear spray and a baseball bat.
One person suffered minor injuries and was cleared at the scene – another was sent to hospital with serious injuries, police reported earlier this week.
The alleged incident happened in the Fisher and Kerr streets area and prompted a heavy police presence throughout the day Tuesday for the on-site investigation and as police canvassed nearby neighbourhoods.
In an update on the investigation issued on Thursday, July 17, 2025, the service said its criminal investigations bureau has confirmed the victims and suspects were well known to each other, and the suspects’ identities.
In the Thursday release, police stated that the day prior – Wednesday, July 16, 2025 – with help from uniform officers, Kevin Oakley, 50, of Waterloo, was arrested and charged with aggravated assault, assault with a weapon, possession of a weapon for a dangerous purpose, disguise with intent, and administer noxious thing (bear spray.)
None of these charges have been proven in court. The accused was held for a bail hearing and later remanded into custody, reported police.
A second suspect remains at large, and a warrant has been obtained for his arrest, said police. The accused is identified as 44-year-old Jason Robitaille, of Cobourg, said police, while also issuing a photo of the suspect.
Police said Robitaille is wanted for aggravated assault, assault with a weapon, possession of a weapon for a dangerous purpose, disguise with intent, administer noxious thing (bear spray) and five counts of failure to comply with a probation order.
None of these charges have been proven in court.
On Thursday, police said they’re continuing to search for Robitaille.

Tips received through Crime Stoppers may be eligible for a cash reward. If located, do not approach and call 911 immediately, said police.
