The Special Investigations Unit (SIU) has determined that a Peterborough Police Service officer did not commit a criminal offence during an arrest on May 17 of this year.
Officers were called to the area of Park Street North after reports of a man walking naked. When an officer attempted to speak with the 24-year-old man, a struggle broke out, and both fell onto the roadway. The officer deployed a conducted energy weapon multiple times, and the man used the officer’s flashlight to strike him. The officer then deployed OC spray. Additional officers arrived and eventually restrained the man, who later spat at an officer and was met with one or two short punches to the face. The man was treated at hospital for facial fractures.
After reviewing the evidence, SIU Director Joseph Martino concluded there were no reasonable grounds to believe the officer committed a criminal offence in connection with the arrest or injuries.

The SIU is an independent civilian agency that investigates police conduct in cases involving death, serious injury, sexual assault, or the discharge of a firearm. The Director reviews evidence to determine whether charges should be laid or the file closed, and publicly reports the results.
