Greater Napanee Council received a detailed update during their recent meeting from the Lennox and Addington Ontario Provincial Police on local policing efforts, challenges, and future plans.
Detachment Commander Inspector David Tovell presented the 2024 Annual Report, which highlighted fraud prevention programs, stepped-up traffic enforcement, visible patrols, and the use of body-worn cameras. Officers also supported marine safety, partnered with the Mobile Crisis Response Team, and logged over 3,000 volunteer hours through the Auxiliary Unit.
Council was told the detachment has about 73 uniformed officers, with four new positions coming in 2026. Members pressed Tovell on staffing, service levels in rural areas, and concerns about “catch and release” for vulnerable populations.
Tovell said new civilian clerks will soon take over paperwork to free up officers for frontline policing. Council welcomed the changes, with Mayor Terry Richardson thanking the OPP for adapting to modern challenges while staying focused on community safety.
