The federal government and the Town of Cobourg are investing $19.5 million to upgrade the Cobourg Harbour breakwaters and Monk’s Cove Park seawall, aiming to enhance climate resilience along Lake Ontario’s shoreline.
The aging infrastructure is increasingly vulnerable to flooding and erosion, worsened by rising water levels and extreme weather events. To mitigate these risks, the project will replace existing materials with durable rock armour—limestone below the waterline and granite above—to better withstand wave action and storm surges. At Monk’s Cove Park, a reinforced double-layer seawall will reduce the displacement of rip rap stones, further strengthening the town’s shoreline.
Federal Infrastructure Minister Nathaniel Erskine-Smith was on hand for the announcement.
“This investment will help protect Cobourg’s iconic shoreline from flooding and erosion,” said Erskine-Smith.
Cobourg Mayor Lucas Cleveland emphasized the project’s importance to the town’s economy and historical significance. “Once a major shipping port, Cobourg’s historic harbour remains a deep-water port with economic potential through tourism, marine operations, and local business support. This funding is essential for preserving our waterfront and ensuring its long-term viability.”

The federal government is contributing $5 million through the Disaster Mitigation and Adaptation Fund, while the Town of Cobourg is investing $14.5 million. The initiative is part of Canada’s broader National Adaptation Strategy, which has committed over $3.8 billion to strengthening communities against climate-related risks.
Cobourg Director of Community Services Brian Geerts tells us some of the plans are already in place.
According to Geerts, Monks Cove has some concept designs completed, but detailed engineering still needs to be done.
Federal funding is contingent on meeting environmental and Indigenous consultation requirements. The project aims to not only protect infrastructure but also preserve Cobourg’s vibrant waterfront for generations to come.
