Cobourg Mayor Lucas Cleveland is raising questions after a Northumberland County report showed major differences in how often outside agencies were physically present at 310 Division Street, Northumberland County’s shelter services hub for people experiencing homelessness.
The report covers March 3, 2025 through June 30, 2026 and tracks onsite service days at the county facility.
Some organizations recorded hundreds of visits. SE Health was onsite for 209 days, while the Northumberland Hills Hospital Assertive Community Treatment Team recorded 199 and Hope and Light Outreach 187.
Green Wood Coalition was listed as being onsite for one day.
Cleveland says the numbers raise questions about transparency and how services for vulnerable residents are being delivered.
The report does come with an important limitation. It only tracks physical visits to 310 Division Street and does not include outreach elsewhere, phone support, advocacy, meetings or other community work.
Cleveland stopped short of accusing individual agencies of failing to help.
Instead, he says residents should be able to understand what services are being provided, how many people are being helped and what measurable results are being achieved.
The mayor says more transparency is needed as public attention around the facility continues.
