Two eastern Ontario institutions, Fleming College and St. Lawrence College, have announced plans to merge in what is being described as the first college integration of its kind in the province.
The colleges say they will “integrate as equal partners” as part of a broader effort to improve long term financial sustainability and strengthen programming.
The move comes at a time when Ontario’s college sector has been facing mounting financial challenges. Reports point to factors such as a federal cap on international students and a provincial tuition freeze contributing to deficits, program cuts, and layoffs across multiple institutions.
Under the plan, the merged institution will operate with a single management team, combining resources and academic offerings across campuses in Peterborough, Lindsay, Cobourg, Haliburton, Kingston, Brockville, and Cornwall.
Officials say students could benefit from expanded academic pathways, more specialized programs, and increased opportunities for work integrated learning.
At the same time, both colleges say there are no planned changes to local campuses, programs, or student services as a result of the announcement.
For communities like Cobourg, where Fleming College maintains a campus, the integration could represent a shift in how programs and services are delivered over time, though immediate impacts are expected to be limited.
The integration process will now move into detailed planning, due diligence, and community engagement phases, with further updates expected as the merger progresses.
