Cobourg council has approved significant changes to the town’s parking program, adopting a new system designed to simplify rules and improve access for residents and visitors.
At its meeting last Wednesday, council approved moving away from separate downtown and waterfront parking systems in favour of a seasonal approach. Under the new model, parking regulations will be divided into high season and low season periods, aligning with peak tourism months and quieter times of the year.
During the high season, paid parking will be more widely applied across the town, including municipal lots and on street spaces, with higher demand pricing in place. In the low season, the plan introduces more free parking options and extended time allowances.
Council also approved changes to parking time limits, with standard on street parking in some areas reduced to three hours to encourage turnover and improve access in busy locations. Updated fines, enforcement measures, and clearer rules around winter and snow event parking were also included in the overhaul.
The changes follow earlier direction from council to rework the parking system to make it more consistent and easier to understand. Officials say the updated program aims to reduce confusion, improve compliance, and better balance the needs of residents, visitors, and local businesses.
Council also reviewed options such as discounted resident parking passes as part of the broader strategy.
The new parking rules are expected to be implemented following final bylaw updates and public communication.
