Cobourg has begun actively accepting and processing licence applications for short-term rental accommodations, as new municipal regulations governing the sector are now fully in effect.
According to the Town, short-term rental operators are required to obtain a licence through the Municipal Law Enforcement and Licensing Department. The Short-Term Rental Accommodation Licensing By-law took effect April 1, 2025, followed by updates to the Zoning By-law approved by council in December 2025.
Short-term rental accommodations, commonly referred to as STRAs, typically operate within residential dwellings rather than purpose-built hotels. Municipal officials say the licensing program is intended to create consistent standards across all short-term rentals, support education for owners and renters, and provide enforcement staff with the tools needed to ensure compliance with local regulations.
The Town’s STRA webpage includes detailed information to guide applicants through the process and will also feature a list of licensed operators and companies operating within Cobourg.
Licensing applications are processed online using the Town’s Cloudpermit system. Operators are required to create an account and submit their application through the portal, which can be accessed at Cobourg.ca/STRA.
