Canada and Ontario have finalized a cooperation agreement to simplify environmental and impact assessments for major infrastructure and resource projects in the province.
The agreement introduces a “one project, one review” model, allowing projects to proceed under either Ontario’s assessment process or a coordinated federal-provincial review, depending on the specific initiative.
The framework is designed to reduce duplicative regulatory processes, shorten review timelines, and provide certainty for investors and project proponents. Projects affected include large-scale infrastructure initiatives and resource developments in Northern Ontario, including those associated with the Ring of Fire region. Federal support will continue in key areas such as environmental protection, Indigenous engagement, and sustainable project planning.
Officials note that the streamlined approach will maintain safeguards for the environment and Indigenous rights while expediting project approvals. Similar agreements have been signed with Alberta, New Brunswick, and British Columbia, and consultations with Manitoba and Prince Edward Island are underway.
The initiative is part of a broader federal and provincial strategy to diversify the Canadian economy, attract investment, and create high-paying jobs. Governments emphasize that the approach aims to balance economic growth with environmental stewardship and community engagement, supporting projects that strengthen regional infrastructure and critical mineral development.
The Impact Assessment Agency of Canada and Ontario ministries will meet annually to review implementation, ensuring continuous oversight and improvements. Officials say the agreement is expected to accelerate project timelines, support infrastructure development, and contribute to a more resilient, competitive economy in Ontario and across Canada.
