Cobourg residents will have an opportunity to weigh in on two significant planning matters at Victoria Hall on Tuesday, September 17, 2025.
At 4 p.m., Council will first hold a public meeting on a proposed nine-storey mixed-use development at 202 Second Street, a project that has drawn community interest for its size and location. Immediately following that session, at about 5 p.m., a public meeting will begin to review the Town’s Development Charges Update Study.
The study, prepared by Watson and Associates and first presented to Council at a special meeting on July 16, outlines how Cobourg collects fees from new growth to help fund infrastructure such as roads, parks, water and emergency services. Under section 12 of Ontario’s Development Charges Act, a public meeting must be held before the by-law can be finalized. Council is scheduled to give final review of the Development Charges Update Study By-law at its October 29 regular meeting.
Residents can attend the September 17 meeting in person at the third-floor Council Chambers, Victoria Hall, 55 King Street West. Anyone wishing to participate virtually must register with Municipal Clerk Brent Larmer by 2 p.m. on September 16 at clerk@cobourg.ca or 905-372-4301 ext. 4402. Those with limited access to technology can call in to participate or submit written comments in advance to the clerk’s office.
The session will be streamed online at https://us02web.zoom.us/j/89032551580 or by phone at 647-374-4685 using meeting ID 890 3255 1580. The Development Charges Update Study is posted in the Development section of Cobourg.ca.
