
Northumberland County and the Northumberland County Housing Corporation (NCHC) say they’ve reached a major milestone with the completion of the Elgin Park redevelopment. The project nearly doubles the number of affordable housing units at the site, increasing capacity from 18 to 40. The new units are ready for occupancy, marking an important step forward in addressing the region’s growing housing crisis.
The two-phase project added 20 units in its first phase, completed in November 2023, and another 20 units in phase two, finished in July 2025. The redevelopment includes a mix of 28 subsidized and 12 market rental units, providing a range of affordable and attainable housing options for local residents.
Warden Brian Ostrander was happy to report the project was both on time, and budget.
The urgency for purpose-built rental housing in Northumberland County is significant. With a rental vacancy rate of just one percent and over 1,000 households on subsidized housing waitlists. Many have been waiting up to ten years and Elgin Park’s expansion will help ease pressure on the local housing market, according to the county.
Ostrander was joined by MP Jennifer McKelvie, Parliamentary Secretary to the Minister of Housing and Infrastructure and local MPP David Piccini for the announcement.
Located near essential services, transit, and community amenities, the site prioritizes sustainability and accessibility. The county says the buildings meet Leadership in Energy and Environmental Design (LEED) standards, and some units include enhanced mobility supports.
This redevelopment was made possible with substantial funding from both the Government of Canada and the Province of Ontario through the Affordable Housing Fund and the Canada-Ontario Community Housing Initiative. Northumberland County and NCHC continue to work toward delivering 900 new affordable housing units over the next nine years.
