
Residents are raising concerns about an increase in encampments across Cobourg, with several reports appearing online in recent days. One such site has emerged in James Cockburn Park, directly south of the YMCA property on Elgin Street West.
In a letter dated Tuesday, July 22, YMCA Northumberland informed parents that a “small number” of individuals experiencing homelessness have recently set up temporary shelters in the wooded area near their summer camp operations. The YMCA emphasized that this location is outside their property, and assured families that the safety of campers, staff, and volunteers remains their top priority.
“We are taking every appropriate measure to ensure this situation does not affect any Y participant,” the letter reads. Officials with the Y say programming continues without interruption, and that local authorities – including police and by-law officers – are actively monitoring and managing the area.
The letter comes amid growing concerns about support systems for those facing homelessness. In June, Northumberland County council voted to close the 310 Division Street warming hub and transition shelter, replacing it with a higher-barrier model. The decision came days after a town hall meeting in Cobourg where citizens voiced their concerns about the impact the then the low-barrier shelter was having on local residents and businesses. The potential closure prompted concerns at the town hall that more people would be left without accessible housing supports, potentially leading to more encampments.
YMCA officials say they remain in close contact with authorities and are prepared to adjust plans if needed to maintain a safe and positive environment for all.
